Resolution Awarding a Contract for Treatment Plant Rehabilitation Project – Phase 3
Whereas, N.J.S.A. 40:14B-18 authorizes the Authority to appoint and employ such agents and employees as it may require; and
Whereas, there exists a need for Treatment Rehabilitation Project – Phase 3 services and funds are available for this purpose; and
Whereas, the Authority solicited sealed Requests for Proposal (RFP) through a fair and open process in accordance with N.J.S.A. 19:44A-20.4 et. seq. which the Executive Director and QPA reviewed and recommended.
Whereas, the bids were reviewed by Legal Counsel and found to be compliant.
Whereas, Authority’s Engineer also reviewed Brave Industrial Paint LLC, bid, and recommended awarding a contract to Brave Industrial Paint LLC.
Now, therefore, be it resolved by the Commissioners of the Cumberland County Utilities Authority as follows:
1. That the Chairperson and Secretary of the Cumberland County Utilities Authority are hereby authorized and directed to execute an agreement with Brave Industrial Paint LLC., 177 Elmwood Avenue, Long Branch, NJ, 07740 for Treatment Rehabilitation Project – Phase 3 for the Cumberland County Utilities Authority for the year 2026-2027.
Passed and adopted at the regular meeting of the Cumberland County Utilities Authority, held at the Authority’s Administration Building, 333 Water Street, Bridgeton, New Jersey, Thursday afternoon, July 16, 2026, at 4:30 p.m. prevailing time.

Certification of Availability of Funds for Contract
I, Dominic Buirch, Executive Director of the Cumberland County Utilities Authority, do hereby certify pursuant to the rules of the Local Finance Board that there are available adequate funds for the proposed agreement between the Cumberland County Utilities Authority and with Brave Industrial Painting LLC., for Treatment Rehabilitation Project – Phase 3.
Money necessary to fund said contract has been projected in the amount of $3,967,220.00.
Money necessary to fund said contract has been provided for and shall be charged to the following Line-Item Appropriation or Account No. 01-000-1260.
These funds will not be certified as being for more than one (1) pending contract.
