Executive Director/Chief Financial Officer

1.Responsibilities:

a. The successful candidate will serve as the chief executive officer of the Cumberland County Utilities Authority and will report directly to the Authority’s Board of Commissioners. The executive director will oversee and manage on a day-to-day basis the operations, finances and other assets of the Authority. The executive director will be further charged with implementing and executing upon the organizational policies, operational goals and strategic vision as enacted by the Board, as well as any related duties, assignments, tasks and projects as may be assigned by the Board.

b. Delegate authority over all personnel and their work schedules.

c. Inspects plant and system, at regular intervals, to determine condition of equipment and the efficient use of equipment and personnel.

d. Analyzes and evaluates with Deputy Director and Maintenance Supervisor:

i. Operational data.

ii. Operation functions.

iii. Maintenance functions.

e. Continually evaluates and improves plant efficiency by:

i. Initiating new or improving existing practices.

ii. Recommending plant improvements and additions.

f. Controls expenditures of budgeted funds, requests approval for major expenditures, equipment, or personnel, then specifies purchase of equipment.

g. Interviews, hires, and terminates personnel.

h. Develops, implements, and enforces financial and budget policies and procedures.

i. Prepares annual budget, based on previous operation and maintenance records, as well as anticipated future operating costs or expanded capacities. Prepares and presents reports to the Commissioners, covering the operation and maintenance of the wastewater treatment plant.

j. Schedules and coordinates annual audits; Prepares audit responses and ensures that appropriate corrective actions are executed.

k. Maintains the financial budget records and accounts for monthly and annual reporting to Board of CCUA

l. Maintains effective communications and working relationships with employees, government officials, and the general public. Performs such additional tasks as may be required to maintain these relationships.

m. Attends all Authority regular meetings as well as Committee meetings. Reports and makes recommendations to Commissioners on all phases of CCUA administration, operations, and maintenance of the plant.

n. As the representative for construction projects, reviews, processes and correlates all change orders and modifications to construction programs.

o. Has responsibility for keeping Commissioners abreast of all construction projects, all regulations and is the authorized agent for construction grants programs.

p. Maintains possession of a cellular telephone for response to all Authority needs at all times.

q. Performs managerial duties such as signing operating and payroll checks, purchase orders, and administrative documents.

r. Performs evaluations on assigned personnel once a year.

s. Maintains safe combination along with another delegated person(s).

t. Responsible for delegating and/or contacting all professionals, i.e. Solicitor, Engineer, Auditor and any others.

2. Education / Experience:

(a) Bachelor’s degree in accounting/finance management is required and

(b) Ten years or more practical experience in wastewater treatment plant operations, with a minimum of five (5) years top level supervisory experience.

(c) Rutgers University CMFO license designation is highly desirable.

(d) Qualified Purchasing Agent (QPA) certification is highly desirable.

3. General Requirements:

(a) Has knowledge in the processes and equipment involved in the conveying and treatment of wastewater as well as sludge handling and disposal.

(b) Ability to provide short and long-term range planning, development, and implementation.

(c) Employs good managerial, administrative, and accounting procedures, to ensure efficient plant operation.

(d) Ability to evaluate plant operation and maintenance functions.

(e) Ability to evaluate, plan and direct plant operation and maintenance programs. Ability to interpret written technical instructions and data.

(f) Capable of the preparation of clear and concise written technical, operating, and budgetary reports.

(g) Capable of clear oral communication.

(h) Must possess valid driver’s license and have a safe driving record.
