PUBLIC NOTICE is hereby given that:

WHEREAS, The Cumberland County Utilities Authority (the “Authority”) has determined to issue sewer revenue bonds pursuant to and in accordance with a General Bond Resolution in the principal amount of not to exceed $16,200,000 for improvements to the primary and secondary clarifiers, aeration and reaeration tanks, the headworks building, the chlorine building, the equalization basin(s), the chlorine contact tanks, the secondary sludge pumping station, and the existing electrical system, and all work necessary and ancillary thereto all as set forth in the planning document dated March 20, 2024 prepared by Suburban Consulting Engineers, Inc., and submitted to the Authority (the “Project Report”); and

WHEREAS, the Authority, in accordance with the provisions of the General Bond Resolution, desires to authorize the issuance and delivery of such sewer revenue bonds in an aggregate principal amount of not to exceed $16,200,000, $13,200,000 of which have been previously authorized and an additional $3,000,000 of which will be authorized pursuant to a supplemental bond resolution (the “2026 Supplemental Resolution”) to be adopted after the hearing date referenced below;

NOW THEREFORE, the Authority hereby gives notice that it will hear comments on the Project Report and the 2026 Supplemental Resolution at a hearing at 4:30 p.m. at the June 18, 2026 meeting of the Authority, to be held at 333 Water Street, Bridgeton, NJ 08302 and that it anticipates that it will adopt the 2026 Supplemental Resolution after the hearing.

PUBLIC NOTICE is hereby given that:

WHEREAS, The Cumberland County Utilities Authority (the “Authority”) has determined to issue sewer revenue bonds pursuant to and in accordance with a General Bond Resolution in the principal amount of not to exceed $5,500,000 for a comprehensive asset management plan to identify and assess system assets as well as condition assessment of force mains and pumpstations; the Authority is also advancing necessary improvements at the Industrial Park pump station and connecting force mains to ensure system adequacy for allowing connections from neighboring towns due to failing septic, the foregoing to include all work necessary and ancillary thereto. all as set forth in the planning document dated December 23, 2025, prepared by Suburban Consulting Engineers, Inc., and submitted to the Authority (the “Project Report”); and

WHEREAS, the Authority, in accordance with the provisions of the General Bond Resolution, desires to authorize the issuance and delivery of such sewer revenue bonds in an aggregate principal amount of not to exceed $5,500,000, which will be authorized pursuant to a supplemental bond resolution (the “2026 Supplemental Resolution”) to be adopted after the hearing on a date referenced below;

NOW THEREFORE, the Authority hereby gives notice that it will hear comments on the Project Report and the 2026 Supplemental Resolution at a hearing at 4:30 p.m. at the June 18, 2026 meeting of the Authority, to be held at 333 Water Street, Bridgeton, NJ 08302 and that it anticipates that it will adopt the 2026 Supplemental Resolution after the hearing.

Applicant must reside in Cumberland County, have a minimum of 1-3 years’ experience in operation and/or maintenance work in wastewater treatment or wastewater collections systems field. Must possess a valid commercial driver’s license (CDL), Class A, with air brake and tanker endorsements.

RESOLUTION AUTHORIZING THE PURCHASE OF ELECTRICITY SUPPLY SERVICES FOR PUBLIC USE ON AN ONLINE AUCTION WEBSITE

WHEREAS, the Cumberland County Utilities Authority has heretofore determined to purchase electricity supply services for public use on an online auction website; and

WHEREAS, the Local Unit Technology Pilot Program and Study Act (P.L. 2001, c. 30) (the “Act”) authorizes the purchase of electricity supply services through an online auction website; and

WHEREAS, the Cumberland County Utilities Authority will utilize the online auction services of EMEX, LLC, a division of Mantis Innovation, located at 1101 Post Oak Blvd, Suite 9-446, Houston, TX 77056, which EMEX, LLC is an approved vendor pursuant to the Act; and

WHEREAS, the EMEX, LLC auction will be conducted pursuant to the Act.

NOW, THEREFORE, BE IT RESOLVED by the Commissioners of the Cumberland County Utilities Authority that the Executive Director or Business Administrator of the Cumberland County Utilities Authority be and is hereby authorized to execute on behalf of the Cumberland County Utilities Authority any electricity supply contract in a form acceptable to the Authority’s General Counsel with the winning bidder from the EMEX, LLC auction.

RESOLUTION AWARDING CONTRACT TO SUBURBAN CONSULTING ENGINEERS, INC. FOR PROFESSIONAL ENGINEERING CONSTRUCTION MANAGEMENT & INSPECTION SERVICES IN CONNECTION WITH THE INDUSTRIAL PARK PUMP STATION FORCE MAIN REPLACEMENT PROJECT

WHEREAS, the Cumberland County Utilities Authority (CCUA or Authority) utilizing the “fair and open” process that is described in N.J.S.A. 19:44A-20.5 et. Seq. publicized a Request for Qualifications (RFQ) for Consulting Engineers and on October 24, 2025, the Authority’s Executive Director received the qualifications for the 2026 CCUA’s Consulting Engineer Contract; and

WHEREAS, after reviewing the qualifications that were received, the Authority decided to award its 2026 Consulting Engineer’s Contract to Suburban Consulting Engineers, Inc. as more fully set forth in Resolution 3453, adopted on December 19, 2025, the substance of which is repeated and incorporated herein by this reference thereto as if more fully set forth; and

WHEREAS, the CCUA has a need for professional engineering construction management & inspection services in connection with the Industrial Park Pump Station Force Main Replacement Project; and

WHEREAS, Suburban Consulting Engineers, Inc. has submitted a proposal SCE-P15047.A03, dated March 18, 2026 (annexed as Exhibit “A”) indicating that it would perform the required services for $250,480.00.

NOW, THEREFORE, BE IT RESOLVED by the Commissioners of the Cumberland County Utilities Authority as follows:

  1. All of the statements of the preamble are repeated and are incorporated herein by this reference thereto as though the same were set forth at length.
  2. A Contract for professional engineering construction management & inspection services in connection with the Industrial Park Pump Station Force Main Replacement Project is awarded to Suburban Consulting Engineers, Inc. in an amount not to exceed $250,480.00 without further authorization of the Authority.
  3. The Authority Executive Director is authorized to execute a professional engineering contract that incorporates the aforementioned proposal from Suburban Consulting Engineers, Inc., along with such other terms and conditions as shall be deemed necessary and appropriate by the Authority Solicitor.
  4. The statutory language required by N.J.S.A. 10:2-1 and 10:5-33 hereby is incorporated into the subject contract by this reference, and the contractor is bound by said language together with the other provision of the anti-discrimination laws of the State of New Jersey, Chapter 127 of the Laws of 1975.
  5. This Resolution shall only be effective when a copy of the certification of availability of funds prepared by the certifying Qualified Purchasing Agent (QPA) of the Authority is attached hereto.
  6. A notice of the letting of this contract shall be published in the Authority’s official newspaper and on the Authority’s website at www.ccuanj.gov within ten (10) days of the date of this resolution, which notice shall state that this Resolution and the contract are on file and available for public inspection in the office of the Authority.

WHEREAS, the governing body of Cumberland County Utilities Authority desires to further the public interest by entering into a contract with the State of New Jersey in the amount of approximately $1,898,720.00 to fund the following project: NJIB LOAN S340550-13 Technical Assistance WBTA2024-00080;

WHEREAS, therefore the governing body resolves that Dominic Buirch or the successor to the office of Cumberland County Utilities Authority is authorized (a) to execute a contract with the State in an amount not less than $0.00 and not more than $1,898,720.00, and (b) to execute amendments as indicated below:

  • no amendments

WHEREAS, The Cumberland County Utilities Authority authorizes and hereby agrees to match 0.0% of the Total Project Amount, in compliance with the match requirements of the contract. The availability of the match for such purposes, whether cash, services, or property, is hereby certified. 0.0% of the match will be made up of in-kind services (if allowed by program requirements and the contract).

WHEREAS, The Contractor agrees to comply with all applicable federal, State, and municipal laws, rules, and regulations in its performance pursuant to the contract.

WHEREAS, the Commissioners of the Cumberland County Utilities Authority approve said Contract.

Sealed Bids for the Cumberland County Utilities Authority Treatment Plant Rehabilitation – Phase III will be received by the Cumberland County Utilities Authority, 333 Water Street, Bridgeton, New Jersey 08302 on May 19, 2026 at 11:00am, prevailing time, at which time and place they will be publicly opened and read aloud. No Bids will be accepted after said hour.

A non-mandatory pre-bid meeting will be held at the wastewater treatment facility Conference Room on Thursday April 30th at 10:00am, prevailing time. at, 333 Water Street, Bridgeton New Jersey.

The work will include but is not limited to various improvements and upgrades throughout the wastewater treatment plant. The equalization basin and water tank will undergo interior and exterior concrete surface rehabilitation via structural repairs and concrete coating applications. Other structural improvements include upgrades and improvements to the steel sludge holding tank including but not limited to blasting, steel rehabilitation, and coating. The aeration system of the aeration tank will also undergo efficiency upgrades by replacing existing Blower No. 2 and Blower No. 3 with turbocompressors. The contractor is responsible for providing all labor, supervision, trade skills, materials, and equipment required for this project as described in the Construction Documents. The Contract will allow 365 calendar days for completion of the work from the notice to proceed.

Prevailing Wage Rates in accordance with Wage Determinations to the Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq., and N.J.S.A. 34:1B-5.1, Chapter 150, Laws of 1963 will apply to the contract. Bids for proposals in excess of $100,000 must be accompanied by a written Affirmative Action Plan.

This project is expected to be funded in part by New Jersey Department of Environmental Protection (NJDEP) and New Jersey Environmental Infrastructure Trust (NJEIT). All federal prevailing wage regulations as well as the Federal Labor Standards Provisions will apply.

WHEREAS, the Cumberland County awards contracts to a pool of qualified attorneys with specialized bond counsel expertise; and

WHEREAS, the Cumberland County Utilities Authority has heretofore advertised for bids for Miscellaneous Construction Services, in accordance with the Specifications adopted on December 18, 2025, on file at its Wastewater Treatment Plant; and

WHEREAS, on January 29, 2026, two (2) bids were received and duly opened for providing Miscellaneous Construction Services, the total price bids were as follows:

  • Colt Services, LLC, Vineland, NJ — $54,785.76
  • J. Fletcher Creamer & Sons, Inc, Hackensack, NJ — $47,788.00

and said bids were referred to the Authority’s General Counsel and Chief Financial Officer for tabulation, evaluation, report and recommendation; and

WHEREAS, the Authority’s General Counsel and Chief Financial Officer recommend that a Contract be awarded to Colt Services, LLC 211 W. Elmer Road, Vineland, NJ 08360, being that J. Fletcher Creamer & Sons Inc., was not responsive to the required bid specifications.

WHEREAS, the Cumberland County Utilities Authority (CCUA), The Landis Sewerage Authority, and the City of Millville are amenable to jointly bearing the costs, up to a maximum of eight thousand dollars ($8,000.00) per each funding agency; and

WHEREAS, the CCIA will be solely responsible for operating and managing said days, which will be held at the Cumberland County Solid Waste Complex, including all publicity for said days; and

WHEREAS, the “Uniform Shared Services and Consolidation Act” (N.J.S.A. 40A:65-1, et seq.) authorizes local units to enter into a contract for joint provision of any service which either party to said agreement is empowered to render or perform within its own jurisdiction.

NOW, THEREFORE, BE IT RESOLVED by the Commissioners of the Cumberland County Utilities Authority as follows:

  1. That this Board hereby authorizes a shared services agreement between the Cumberland County Improvement Authority, the City of Millville, Landis Sewerage Authority, and the Cumberland County Utilities Authority.
  2. That the Chief Financial Officer and the Secretary of this Board are hereby authorized and directed to execute said shared services agreement in the form on file with the Cumberland County Improvement Authority.

RESOLUTION APPROVING ANNUAL SCHEDULE OF WORKSHOP AND REGULAR MONTHLY MEETINGS OF THE CUMBERLAND COUNTY UTILITIES AUTHORITY

WHEREAS, the Cumberland County Utilities Authority is a “Public Body” as defined in the “Open Public Meetings Act of 1975,” Chapter 231, P.L. 1975 (hereinafter referred to as the Act); and

WHEREAS, the Act requires that the Cumberland County Utilities Authority, within seven (7) days following the Authority’s annual reorganization meeting, prepare an annual schedule of meetings, and said schedule shall be: (1) Prominently posted in at least one public place reserved for such announcements; (2) provided to at least two (2) newspapers published in Cumberland County and having the greatest likelihood of informing the public; and (3) file a copy with the County Clerk’s Office.

NOW, THEREFORE, BE IT RESOLVED by the Commissioners of the Cumberland County Utilities Authority as follows:

The successful candidate’s responsibilities will involve coordination with professional consultants; working with contract documents; project management; tracking of regulatory compliance requirements; and various other projects. The successful candidate will oversee and manage on a day-to-day basis the operations, finances, and other assets of the Authority. The executive director/chief financial officer will be further charged with implementing and executing upon the organizational policies, operational goals and strategic vision as enacted by the Board, as well as any related duties, assignments, tasks, and projects as may be assigned by the Board. Candidate must have a strong understanding and experience in the processes and equipment involved in the conveying and treatment of wastewater as well as sludge handling and disposal. A minimum of ten (10) years of substantial experience with the operation and management of comparable wastewater facilities, with a minimum of five (5) years of executive level supervisory experience. A bachelor’s degree in accounting/finance management is required. A CMFO license designation and a certified Qualified Purchasing Agent QPA is highly desirable.

Sealed Bids for the Cumberland County Utilities Authority Treatment Plant Rehabilitation Project – Phase II will be received by the Cumberland County Utilities Authority, 333 Water Street, Bridgeton, New Jersey 08302 on May 28, 2025, at 10:00am, prevailing time, at which time and place they will be publicly opened and read aloud. A non-mandatory pre-bid meeting will be held at the wastewater treatment facility Conference Room on Wednesday, May 14, 2025, at 11:00am, prevailing time. at, 333 Water Street, Bridgeton New Jersey.

The work will include but is not limited to various improvements and upgrades throughout the wastewater treatment plant. Facilities such as the southern primary clarifier, southern secondary clarifier, sludge pumping building, will undergo concrete surface rehabilitation via structural repairs and concrete coating application. Aeration system upgrades will include the installation of two (2) new turbocompressors and fixes to leaks along the aeration piping. The sludge pumping building will have all return activated sludge (RAS) pumps replaced with larger pumps to improve the treatment process. Other improvements include handrail upgrades and improvements to ancillary electrical equipment. The contractor is responsible for providing all labor, supervision, trade skills, materials, and equipment required for this project as described in the Construction Documents. The Contract will allow 450 calendar days for completion of the work from the notice to proceed.

This project is subject to both Davis Bacon wage rate requirements and New Jersey Prevailing wage rate requirements. The contractor shall utilize the higher of the two rates in each and every category of work on the project.

This project is expected to be funded in part by New Jersey Department of Environmental Protection (NJDEP) and New Jersey Environmental Infrastructure Trust (NJEIT). Neither the State of New Jersey, the NJEIT nor any of their departments, agencies or employees is, or will be, a party to this contract or subcontract. This contract or subcontract is subject to the provisions of N.J.A.C. 7:22-3,-4,-5,-9 and -10. All federal prevailing wage regulations as well as the Federal Labor Standards Provisions will apply. Attention is called to the fact that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin and to the greatest extent possible, opportunities for training and employment shall be given to lower-income residents of the project area and that, when possible, contracts shall be awarded to business concerns owned by area residents. Small, Minority and Women’s Business Enterprises are encouraged to submit bids. Bids for proposals in excess of $100,000 must be accompanied by a written Affirmative Action Plan. Bidders are required to comply with the requirements of P.L. 1975, c. 127.

In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24, the Contractor (subcontractor) shall comply with all the provisions of N.J.A.C. 7:22-9.1 et seq. for the participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals (SEDs). The successful bidder for the project shall commit to the use of small business concerns owned and controlled by SEDs with a goal of ten percent (10%) of the work value under the contract. All contractors, including SED contractors, shall submit their own SED Utilization Plan to the NJDEP OEOPCA, with a copy to the Owner, within thirty (30) days of the contract award. The contractor’s plan shall contain provisions to meet the specific SED Utilization requirements of the contract. The contractor’s plan shall outline the entire project or contract work, the estimated time to complete the work, each significant segment of work on which SEDs will or may participate and a description of how SEDs will be contacted. The Contractor shall submit SED Participation Monthly Progress Reports (Form OEO-003) to the Project Compliance Officer and shall submit SED Participation Building Phase Quarterly Reports (Form OEO-002) to the Project Compliance Officer and to the OEOPCA, in accordance with N.J.A.C. 7:22-9.12.

N.J.A.C. 7:22-3.17(a)24, 4.17(a)24, 6.17(a)24 and 7:22A-2.4(a) provide that a goal of not less than 10 percent be established for the award of contracts to small business concerns owned and controlled by one or more socially and economically disadvantaged individuals.
